OregonSaves Update

We Oregonians are not saving enough for retirement. Research shows we are 15 times more likely to save if we have a savings option through work, but about 1 million workers in Oregon don’t have that option. OregonSaves is a new, simple way for Oregonians to save part of their paycheck through payroll deductions into their own personal Roth IRAs that stay with them throughout their careers. The program also benefits employers who don’t offer a qualified retirement plan by helping them compete with businesses that do. Come learn about the potential impact for you and your employees as the program rolls out in phases starting in 2018.



Lisa Massena, Executive Director

Ms. Massena joined the Oregon Retirement Savings Plan as its first Executive Director in September of 2015. With the Board and a strong team of internal and external collaborators, she is responsible for the design, development and successful launch and operation of the Plan. A native of the Northwest, Ms. Massena began her career in Oregon focused on investment and retirement solutions for employers and individuals, co-founding an investment consultancy in 1991 that specialized in defined contribution plans. When the internet beckoned, she joined a startup firm in San Francisco providing online portfolio advice for 401(k) savers. In 2001 Massena was recruited to State Street where she led regional, Americas and global teams providing investment analytics services to institutional clients. She earned a B.A. from Portland State University and is a Chartered Financial Analyst.


Joel Metlen, Public Engagement Manager

Joel manages outreach and stakeholder engagement for Oregon State Treasury’s OregonSaves program. He has 14 years of public service experience. He worked in New York City as the Deputy Director of the Revenue Division of the NYC Parks Department, and he was the Business Operations Manager for foodservice at DC Public Schools. Prior to joining Treasury, Joel was the Communications and Legislative Manager for the Oregon Health Insurance Marketplace. He has a B.F.A. from New York University and an M.A. from Johns Hopkins University.
